South Korea has announced a comprehensive national strategy aimed at becoming a global powerhouse in the quantum technology sector by the year 2035. As part of this newly unveiled vision, the country intends to leverage its world-class semiconductor manufacturing capabilities and information and communications technology infrastructure to establish top-tier status in quantum chip production. The plan shifts focus from basic research and development toward full commercialization and industrialization, positioning quantum technology as a key driver of national competitiveness alongside artificial intelligence.
Under the blueprint released by the Ministry of Science and ICT, South Korea aims to train ten thousand quantum professionals and foster two thousand quantum-related companies by 2035. The roadmap outlines clear short-term and mid-term technical targets. By 2028, South Korea plans to develop a fully homegrown, full-stack quantum computer and implement quantum cryptographic communications on its national innovation network. By 2030, the government aims to deploy satellite-based quantum cryptography and create an independent navigation system that operates without relying on the global positioning system.
To achieve these goals, the government is initiating the construction of regional K-Quantum Clusters beginning in 2026. These hubs will focus on five core areas: computing, communications, sensors, materials, and algorithms, linking quantum technology directly with local specialized industries. International collaboration is also being prioritized, including joint research centers and investment partnerships with global tech leaders. A newly launched Quantum Technology Council, featuring tech giants like Samsung Electronics and major telecommunications operators, will coordinate efforts to build a robust domestic supply chain and establish global technical standards.
